DAYTON -- Ohio's new top educator took office today. Dr. Richard Ross was sworn in at Reynoldsburg High School as the 37th State Superintendent of Public Instruction.
He says he will waste no time getting down to business, ''Third grade reading, to me, is the pathway for students' success'', Dr. Ross said, ''and we just have to make sure that our students have that skill, because otherwise they're bound to some not successful pathways.''
Dr. Ross says the major issues Ohio schools must confront are poor graduation rates and bridging an achievement gap.
