NEW YORK -- A Long Island man has been issued two summons to appear in court after his next-door neighbor complained he was laughing too loudly in his own home.
Robert Schiavelli, who suffers from frequent seizures and has some learning disabilities, says his neighbor frequently mocks him. He says his best defense is to laugh it off.
But now faces a $500 fine or 30 days in jail for disturbing the peace.
