DAYTON -- City Manager Tim Riordan today announced the retirement of Cheryl Garrett, a 25-year City of Dayton employee who spent the last 18 years as Director of the Department of Finance. Her retirement is effective January 31.
Riordan has appointed LaShea Smith, another longtime City employee, to succeed Garrett in that position, effective February 1.
Garrett began her career with the City of Dayton in 1988 as City Treasurer, and assumed the role of Finance Director in 1995. During her tenure as Director, the City of Dayton consistently earned high marks for its financial management practices.
âMs. Garrettâs ability to lead the Cityâs Finance Department through good times and bad over the past 18 years is extraordinary,â Riordan said. âWe thank her for her many years of service, and wish her the best in retirement.â
Riordan said Smithâs diverse background within the organization and her strong financial experience make her a natural choice to assume the Finance Director role.
A 24-year City of Dayton employee, Smith has served since 2009 as Director of the Department of Recreation and Youth Services, where she oversaw the Departmentâs 59 full- and part-time employees and its recreation centers, facilities and programs.
âMs. Smith has been a creative and dynamic leader in the various roles she has served within the organization,â Riordan said. âHer ability to manage and motivate a streamlined staff in the Department of Recreation and Youth Services while ushering in a new era of recreation services for the community illustrate her talents as an executive manager.â
Smith is a 1991 graduate of the University of Dayton. She was also the first participant of the W.S. McIntosh program (1987 to 1991), a scholarship/internship collaboration between the City of Dayton and the University of Dayton to assist Dayton Public Schools students.
