DAYTON -- Dayton City Commission recommended that the liquor licenses of four downtown bars be revoked: Aquarius, Vault, Webster Station, and Loch Ness Bar.
Officers have been called to the establishments several times.
Some owners say they have been unfairly targeted. The owner of a store across from Aquarius is concerned about his business.
"We need foot traffic and people in the area it helps all businesses grow downtown," said Steve Shorts, owner of The Hanger 18.
The city's recommendation now heads to the state officials who make the final decision.
