DAYTON - Douglas Carter, 46, has been indicted on 15 counts of theft and heâs being accused of stealing over $440,000 from disabled adults.
âCarter on a grand scale used his position of trust to steal from these people who have very littleâ said Ward Barrentine, Assistant Prosecuting Attorney.
Montgomery County prosecutors say former business administrator, Douglas Carter, who worked for the Montgomery Development Center, stole $440,000 dollars. The center houses more than a hundred disabled adults.
Carter was supposed to manage the money, meant to help care for the disabled adults, instead the indictment says Carter deposited hundreds of thousands into his own account over a span of three years, from August 2009 to March 2012.
âHe bought an engagement ring, he took a trip to Miami, Florida, he bought two different new cars and even spent $7500 on liposuction for himselfâ said Jon Marshall, Assistant Prosecuting Attorney.
Red flags flew when other administrators at the center noticed their signatures were forged in various documents. An alert bank teller also noticed Carterâs high end purchases.
âThe real loss is to taxpayer funds which then have to be replaced and the taxpayers have to foot the bill for Carter, and for the money he stoleâ said Barrentine.
The adult patients werenât in any harm throughout the ordeal.
A warrant has been issued for Carterâs arrest. The Ohio Inspector General says Carter also committed thefts to a development center in Cleveland as well as the developmental center in Dayton.
